Health Center Project

Scope

The building will be approximately 27,000 square feet with sufficient space for the needs of current and future practitioners.

Current West Marin Providers (who are prospective tenants)

Coastal Health Alliance (CHA) is a Federally Qualified Health Center with the mission of providing high quality local primary and preventive care to all West Marin and South Sonoma residents, regardless of insurance status and ability to pay. CHA is the largest primary care provider in West Marin, serving 6,100 patients across three clinic locations (Point Reyes Station, Bolinas, Stinson Beach). We also provide limited specialty and mental health services. Our patients represent the full spectrum of the community, including over one-third uninsured, one-third commercially insured (including Kaiser), 18% over age 65 and over 30% Spanish speaking. Under the new health reform legislation, CHA anticipates that many of our uninsured patients will become insured and that we will play a large role in educating and enrolling residents in insurance programs. Our current clinic space in Point Reyes Station is limited and could not accommodate significant increases in patient population. Our administrative offices are located off-site about two blocks from the Point Reyes Station clinic site.

Marin Healthcare District/West Marin Medical Center provides primary and preventive care to people of all ages, primarily the privately insured and Medicare. Their premises are grossly outdated, cramped and in need of significant deferred maintenance. They are presently operating with three physicians in a space designed for one. Their offices are not ADA compliant. MHD rents the space from the former owner of the practice.

West Marin Physical Therapy provides physical and occupational therapy for insured, private pay and Medicare patients. The space is not conducive to privacy or multiple practitioners. An additional physical therapist is needed, as well as provision for physical therapy for Kaiser patients. The existing space is inadequate for either expansion. The space is rented and there is no control on rent increases.
West Marin Pharmacy provides pharmacy and “drug store” services to all of West Marin, including special orders and delivery in some cases. The space is rented and there is no control of rent increases.

West Marin Senior Services provides the community with an assisted living facility at Stockstill House. Additional services provided to all of the villages and outlying communities in West Marin include Care Management, Home Care Referrals, Friendly Visiting, Transportation Assistance, Meals From Friends, Equipment Loans and Community Education and Wellness. WMSS operates out of a space smaller than many living rooms. The space is rented and there is no control on rent increases.

Rhea’s Home Care is a for-profit business which provides services similar to West Marin Senior Services. Their space is rented and there is no control on rent increases.

Marin County Health and Human Services provides local services including Community Mental Health, eligibility for Food Stamps, Medi-Cal, CMSP and Cal WORKS, public health nursing which includes case management, health assessments and health education to seniors, children and disabled adults, and social services including Child Protective Services, Adult Protective Services, and In-Home Support Services. There is a huge need for them to be located in a space which facilitates their communication and interaction with the other agencies with which they work constantly. Their building is owned by Marin County.

The proposed new building will include space for:

Building management

Consulting space for Senior Access and Hospice

At least one psychotherapist

A small dental office

At least one Kaiser office (e.g.. Emergency Medical Records maintenance)

Specialist consults or specialist tele-consults

Common meeting, lavatory and lunch room space

Staff lavatory/locker rooms

Radiology

Lab

Business services area (fax, copy, etc.)

Training space for use by providers

Storage

We envision the space being designed and built for maximum flexibility. All spaces would be plumbed for exam room needs, computer wiring, and an optimized phone system. In addition, the plans would be reviewed for passive and active green design.
